Description

I was surprised no one has ever thought about this: a villain who can travel through the internet.

Story:
Originally Albert Ivers, he was an Irish soldier who worked for the Suicide Squad and Amanda Waller. He was hacking North Korean documents from the country's government until he was caught. When an official electrocuted Ivers, the bomb in his neck diffused. Waller offered to release Ivers on one condition, sanctions were to be lowered. Nevertheless, Ivers grew vengeful on Waller and he left for his own career. 
His job currently is a hacker, or to be more accurate, a cyberterrorist. A raid by the Justice League unintentionally turned him in living data. Now capable of turning into a hologram at will, Ivers uses these powers to deface national websites and steal money internationally. He disrupted a multinational by manipulating Wayne Enterprises stocks, blew the whistle on Amanda Waller's corruption by revealing the existence of the penal unit Suicide Squad, rigged an election in Kasnia and even disrupted communications on a Lexcorp spy satellite over Mosul.
When outside of a data machine, Malware can manipulate data and turn it into solid objects like guns and knives. To rub salt in the wound, he made a new organization called the Future Irish Republican Army, whose desire is world domination led by Ireland. He gathered several followers who offered to be his lieutenants in what he calls the Internet Revolution. It is obviously no easy task to capture a criminal who travels through the internet.
Despite gaining more money than they can manage, Malware wanted to kill Waller for leaving him for dead. He hacked into Waller's main computer and made her site plagued with ransomware. There was also a haunting message paraphrasing Reagan's speech whenever she is on a computer "Tear down the Wall!" Ivers hired assassins to make an attempt on Waller's life. Now threatened, and both the Suicide Squad and the Justice League being framed, Waller learns that as a government official, she can trust no one.

Weakness: His powers have a major limitation: as long as he is near a machine using data (I.E. iPhone, iPad or laptop), his powers are functional. But when isolated from technology, he is vulnerable.

Personality: Determined, Steadfast to a world order and has a homicidal grudge against Amanda Waller for abandoning him in North Korea.

Edit: I changed the main file to make him appear more like Assange.

His haircut is based off of Wikileaks founder Julian Assange. I am sure he will be an exceptional villain.
